| | Name: Dr Ross Lamplugh Title / Office Held: Director Ochre Health, Manager Business Development and Consulting Qualifications: MBBS, FRACGP, FACRRM, Member of RACMA
Ross’ experience includes Deputy Director of Medical Services Royal Hobart Hospital; Medical Superintendent at Palm Island Hospital service a remote Queensland Indigenous community; GP Anaesthetist in Bourke, NSW for 8 years and he has co-led Ochre’s service provision to rural and remote communities since 2002. Ross’ expertise is in service development and the creation of innovative and sustainable models of health care services.
Ross has had a lead role in the development of a number of reports and models for a variety of clients including the Department of Health and Ageing, Department of Health and Human Services Tasmania; NSW Health Department; and the Queensland Health Department.
He has developed and been actively involved in the establishment and management of integrated primary health services in rural and remote areas of NSW, QLD and Tasmania. Dr Lamplugh is a sessional lecturer in Indigenous health at the Rural Clinical School, University of Tasmania. |
| | Name: Mr James McCormack Title / Office Held: Senior Consultant Qualifications: Bachelor of Arts (University of Western Australia) James has extensive experience in the development, implementation and analysis of government programs. He has analysed a range of collaborative government initiatives. He has worked on recent major COAG driven federal/state financial reforms, including a number of National Partnership Agreements. James has negotiated local and regional agreements involving social, employment and health related issues between different spheres of government, the community service sector and Indigenous community groups. He recently led a major review of the Australian government's 30 site Indigenous Coordination Centre network. James has participated in Ochre’s major reviews of Indigenous health organisations in Victoria and most recently led a review of a remote substance abuse facility in the Northern Territory providing unique service to young Indigenous people in the Territory and elsewhere.
James has extensive experience in government, including five years as a member of the Commonwealth Senior Executive Service. He has managed multi-agency Indigenous Coordination Centres in New South Wales. James was previously a State and regional manager with the Department of Immigration and Citizenship, and was also a senior manager with the Family Court of Australia.

| | Name: Ms Louise Daniels Title / Office Held: Indigenous Advisor, Consultant Qualifications: M.Ed Studies (Intercultural Communication and Education) Louise Daniels (M.Ed Studies) has a background in government administration that includes postings to South East Asia and research and management relating to refugee issues. Most recently she worked for Housing NSW in Dubbo, and at Charles Sturt University, Dubbo Campus, where she was a foundation staff member for the new Centre for Indigenous Studies. Louise is a Palawa Aboriginal Tasmanian and she is co-author of a 2005 research manuscript, Searching for the Mother: a Biography of Woretemoeteryenner: An Aboriginal Woman of Tasmania, Australian Institute of Aboriginal and Torres Strait Islander Studies, Canberra. She has been a key project member in Ochre’s recent consultancies – including performing analysis of health services provided to the local Indigenous community of Barwon South West Region, Victoria and an analysis of substance misuse services at Ilpurla in the Northern Territory.
Louise's professional and academic interests include Indigenous and intercultural education and Indigenous health and well-being.

| | Name: Mr Peter Castleton FFIA Title / Office Held: Consultant Qualifications: Fellow of the Fundraising Institute Australia
Peter has 30 years senior corporate experience including a diverse portfolio of corporate and ‘not for profit’ consultancy clients. He has been CEO of two international consultancy companies and has extensive experience in conducting scoping and feasibility studies for the health care, cultural, university, social welfare and corporate sectors. Peter has also held senior management positions at three Australian universities (QUT, Australian Catholic and Bond) in the areas of corporate communications, marketing and student recruitment and corporate governance. Peter Castleton’s role with Ochre consultancy projects includes a key role in the recent Latrobe Community Health Service review. He conducts research and literature reviews, design of community surveys, evaluation and analysis of data, modelling of potential solutions and costing of models for consideration.

| | Name: Mrs Raelee Turner Title / Office Held: Consultant Qualifications: Bachelor of Education
Raelee has extensive experience in the development of evaluative programs and materials having begun her career in the education sector. Following this, Raelee worked with, and consulted to, a number of companies in the areas of communication, media and marketing, community consultation and education. She is experienced in monitoring, evaluation, reporting and improvement processes and has a keen interest in both IT and online collaborative tools.
Raelee is experienced in graphic design and desktop publishing and her skills are utilised in the development of easy-to-read, accessible documentation. Raelee also works with each consultancy team to develop appropriate project management tools, specific to each project’s requirements. |
| | Name: Mrs Shauna Illingworth Title / Office Held: Administration and Information Management Role: Shauna provides administrative support to the consultancy team. With over 30 years of administrative experience Shauna is responsible for information management and contract compliance for all projects.

Ochre’s consultancy personnel are also supported by Ochre’s Executive Management Group.
In addition, the project team have access to Ochre’s Expert Advisory Group including Ochre’s CEO, Consulting Clinical Psychologist, Emergency and Retrieval consultant, Director of Medical Services and the company’s Specialist Practice Management Advisor who has 25 years senior nursing and medical practice management experience and is also a current AGPAL practice accreditation surveyor. The Ochre Consulting team also has a wide network of health professionals with which it partners on projects where appropriate.
